* Update common.json

* Banner instructions were incorrect. 

Removed the I from "I Agree". License banner indicates setting NEXT_PUBLIC_LICENSE_CONSENT env var to "I Agree". Env var NEXT_PUBLIC_LICENSE_CONSENT set to only accept "agree"
